Government of Québec — Launch of consultations on the pluri-annual planning of immigration for 2026 to 2029 and decisions on application management

On Thursday, the Minister of Immigration, Francization and Integration, Jean-François Roberge, tabled in the National Assembly proposals for government orientations on immigration levels and composition in Québec for 2026–2029. For the first time, the Gouvernement du Québec is introducing targets for temporary immigration and proposing a responsible decrease in the number of permit holders under the Temporary Foreign Worker Program (TFWP) and the International Student Program (ISP). These targets are proposed in order to reduce pressure on Québec’s capacity to receive and integrate immigrants while considering the regions’ labour needs. The Gouvernement du Québec is seeking an approximate 13% decrease in 2029 compared with 2024 in the number of permit-holders in these two programs.

City News — Permanent immigration: Quebec to evaluate lowering its thresholds to 25,000

Quebec is setting the table for a reduction in its permanent immigration thresholds. Immigration Minister Jean-François Roberge is proposing three scenarios: 25,000, 35,000 or 45,000 immigrants per year.In all cases, this is a significant reduction, given that the government expects to welcome around 64,000 permanent immigrants in 2025.In 2024, this number was close to 60,000. During the 2022 election campaign, Premier François Legault said it would be “a bit suicidal” to welcome more than 50,000 permanent immigrants per year. The Parti québécois is the only other political party to propose a significant drop in immigration thresholds, with a target of 35,000 permanent immigrants.

CBC News — Quebec floats cutting services for non-permanent residents

Quebec Immigration Minister Jean-François Roberge said he isn’t ruling out the possibility of cutting services for non-permanent residents in the province if the federal government fails to halve its annual immigration targets. At a news conference on Thursday, Roberge presented a report outlining the Coalition Avenir Québec (CAQ) government’s potential immigration targets for 2026-29. The report describes three scenarios the government is considering to bring down the number of permanent residents from this year’s target of 66,500. Thresholds could be lowered to 45,000, 35,000 or 25,000 over the next four years. Roberge said that the government would focus its non-permanent immigration reduction efforts in Montreal and Laval to facilitate newcomers settling in regional areas, where French is less threatened. He said it also intends to prioritize current non-permanent residents for permanent residency.

Canadian citizenship lies at the heart of what it means to be Canadian, providing a sense of belonging and connection to a diverse, inclusive, and democratic nation. For many newcomers to Canada, citizenship is key to integration and we are committed to making the citizenship process as fair and transparent as possible. As a result of the first-generation limit to citizenship by descent for individuals born abroad, most Canadian citizens who are citizens by descent cannot pass on citizenship to their child born or adopted outside Canada. The current first-generation limit to citizenship no longer reflects how Canadian families live today—here at home and around the world—and the values that define our country.

Radio-Canada — Étudiants étrangers et demandes d’asile : la situation inquiète l’Université du Québec

Le réseau de l’Université du Québec (UQ) se sent impuissant face au nombre élevé d’étudiants étrangers devenus demandeurs d’asile dans ses établissements. Les données d’Immigration, Réfugiés et Citoyenneté Canada révélées par Radio-Canada démontrent que cinq établissements du réseau UQ se trouvent dans le classement des dix établissements d’enseignement supérieur ayant le plus d’étudiants étrangers demandant le statut de réfugié depuis 2020. « La situation nous inquiète », a affirmé le président de l’Université du Québec, Alexandre Cloutier, en entrevue au Téléjournal Saguenay-Lac-Saint-Jean.

Radio-Canada — Québec pourrait retirer des services aux demandeurs d’asile

Le gouvernement Legault brandit la menace de retirer des services offerts aux demandeurs d’asile si Ottawa ne réduit pas de moitié le nombre de résidents temporaires présents sur le territoire québécois. Le ministre de l’Immigration, Jean-François Roberge, a affirmé jeudi qu’il ne peut pas « exclure » de revoir le panier de services aux demandeurs d’asile dans l’éventualité où le nouveau gouvernement Carney ne répondrait pas aux demandes du Québec. « Je ne peux pas l’exclure […] si Ottawa ne fait pas le travail, qu’on soit obligé de revoir le panier de services », a exprimé le ministre en marge de l’annonce de la planification de l’immigration au Québec pour 2026-2029.
